Sorry, was in RI the last couple days interviewing for a job.

Someone I know who does a lot of work on gaming things like this is Roger Mason. I don't know if he's a member for CSW at all though.

This should be a resource management game. Given a limited budget, do you invest in security, civil defense, intelligence, counterterrorism, etc? (I realize I am probably mixing homeland security with national security, but that's okay with me if it is okay with you.)

Do you focus on preventing terrorism, minimizing its impact, recovering from an event? How do you minimize the real objective of terrorism, which is to undermine the confidence and willpower of the people?

Thinking some more about what type of game this could be, something like GMT's Twilight Struggle would be appropriate. The idea is for the hard part to be in preventing events, not shooting it out with armed terrorists, which is really a bit too late.

You might look into the rules "Law and disorder," pages 251-254 in my book, The Games of War. It wouldn't be hard at all to adopt it for anti-terrorist activity.

This might even make an interesting solo game, with the player being on the DHS side. In fact, I was specifically thinking of game mechanics like those used in Field Commander Rommel.

Hmm would make for a fairly twisted game of something "Diplomacy"-like. A number of years back there was a cold war simulator including the diplomatic side that was fairly interesting.. alas no source code.

You'd think that the white hat types in some hall somewhere might have something like this.

Interesting. This would work great as an abstract group game as well. Have 4 players cooperate to defeat threats played by the game system. One player plays the FBI, another the CIA, another the NSA, another perhaps the regular military. Each faction has its own strengths and weaknesses. They must work together to defeat threats but must also compete with each other at the same time.

Here is a VERY early start on a concept, or abstract, for the game. This is really just a collection of ideas, but perhaps other can help expand on them.
