Beginning in the early 80ies, a gang formed in Uppsala (Sweden) with the mission to make the ultimate WW2 game. It was built around the merge between WiE and WitP, but with a huge add on of production rules, politics, supply, tank and plane effect on combat etc.
It had everything, including WiE scale maps of the whole world (excluding Antarctic)! and production of individual plane and tank types. Corps and army HQ and ammo, fuel and general supply points that had to be transported all over the world...
The project went on for years, and we even managed to play through 1939. We could use an abandoned office building for very low rent. That was essential as the maps filled a huge area (we put them on walls and used bluetac to put the counters in place. Later we added steel plates and magnetic holders for the counters.)
Anyway, as the ground combat rules did build on the WiE rules (which frankly stinks!), the German player got seriously annoyed over that part of the rules, and the game halted as he began rewriting the rules. That revision became an entirely new game, and the project died, but that's another story - And he became a professional historian and writer...

Charlie Sharp wrote a tongue-in-cheek piece in THE GENERAL (I forget which issue and would have to dig it out--had a STARSHIP TROOPERS cover) on the "ultimate" monster game...called IT! As in "this is IT!" Individual counters for every single individual who participated as a combatant in the war. This game sounds like the closest one can come to that...wow...
Yeah, I remember that one. It was real good!
Now there sounds like a game worth owning and playing.

OCS CASE BLUE +GUDERIAN"S BLITZKRIEG II

We discusse that combo when playing Op Typhoon at the gaming club last year. Only as a dream though. We have neither practical means nor enough stamina to pull that kind of project off nowadays... :-(
