Hi Chris,
I just got back from a three month series of seminars and came in third in a Waterloo tournament. I cannot find a lot of the materials right now so will have to just make a ruling on the fly but this is what I would have chosen in the first place: Among leaders with the same rating, the last one to arrive has the highest number, etc. If from different countries on the same turn use the following order: Brit, French, Russ., Pruss., Austrian, Ottoman, Spanish. Am I forgetting a country?
As for re-publication, I have no one to publish the game and very few friends to playtest it with. I would like to become involved if you have a group and even travel to meet you if possible. So the answer is yes. I am working on the next generation of WWII Russian Front corps level game with monthly turns, so the effort could be turned into a line of games by adding the Civil War game I showed to and played with Mike Gray of MB reviewed in 1975?
Please write back. By the way, I have a lot of other unpublished games but I like to strategic level games the best and these three would make a great opening set. The Napoleon series and the American Civil War game are area movement with leader ratings being the game mechanic. The Russian Campaign uses hexes and combat during movement.
The reason the Napoleonic set did not get the attention it deserved is because I was designing and developing three games at once during the same year: 1939 Axis & Allies (I have the prototype and development of Axis and Allies may have been my crown jewel), design and development of Coleco's WarGames while working for them (best selling video war game of all time based on the movie with Mathew Broderick and Ally Sheedy - 110,000 copies sold the week of Christmas 1984), and starting a the new company GTD where I did everything myself - including the layout and printing. At least 2 of the 3 were block-busters.

One thing to note. I'm being a block game "purist" for this league, meaning the games that will be in play are those that use the wooden pieces to provide for step reduction and fog of war. Just because a game comes with wooden pieces (CC:A, for example), it is not a block game as I define it. I'll let those games get their attention at the NBP, but for the BGVL we're sticking with the original concepts. It'll be nice to create a master list of what games are possible for the league, and I'll probably create a couple of categories of games (length/complexity, etc.) for player to choose from.
