Wooden Ships and Iron Men -- around 1981 -- and SPI's Ares Magazine (with free copies of Napoleon at Waterloo and The Creature that Ate Sheybogan). I read a review of WSIM somewhere (Games Magazine? Dragon?). I'm sure I must have found Ares through Dragon magazine.
