Even with a prodigious casualty pile, the Iranians are not yet out of it, since you get 2VPs for each hex of Salyan you hold at the end of turn 8. It'll take a decent counterattack to pull it off, but the Iranians could still do it.
The Azeris have a toehold into Salyan, but can they take the rest of the city before the time runs out?
And the Azeris - those sneaky bastards - snuck an understrength tank platoon around the flanks to support the local insurgents in their stand against the Iranians.

The Azeris are breaking into the city. The Iranian armor is mostly gone, and the infantry reinforcements were bogged down with civilians outside of Salyan, rather than bypassing them.
The Azeri counterattack starts to break thru, but the Iranians still hold the city of Salyan and are attriting the Azeris enough that the big assault might be a tough one. Iranian casualties are piling up, but they hold the city.
Next turn, the Azeris move in some more, as the Iranians anger the local civilians, who take up arms. (Yes, the counter colors are too close, and need to be adjusted).
